yes, because you can make it into different shapes so it can be a toy
I think it would be a toy because its sort of like football but when you kick the ball it would brake so you would have to rebuild it.
It can be and it can’t be unless you make something out of it .
Yes it is a toy because you can do so many things with it. You just have to put some water on it and you can mould it into anything.
